EDR Group continues their work for the RUC West Consortium through a new study exploring possible parameters for rate calculation formulas in seven states. Dr. Steve Fitzroy led a kick-off meeting at the end of February with the project advisory committee in which they discussed specific states concerns with revenue sustainability, fair treatment of alternative fuels and highly efficient vehicles, and integration with existing revenue mechanisms. This study builds on EDR Group's prior work with RUC West on the Financial Impacts of a RUC on Drivers in Rural and Urban Counties (http://www.edrgroup.com/library/highways/financial-impacts-of-road-usage-charge-drivers-in-rural-and-urban-counties.html) and takes advantage of our expertise with assessing vehicle and household data at a high level of geographic detail.
